I. Nature of the Consultancy
Under the coordination and with the support of the Department of Overseas Labour (DOLAB) and the International Organization for Migration (IOM), the consultant or consultant team will be responsible for the development of a standard guideline on public communication to raise awareness for Vietnamese migrant workers. The standard guideline is expected to be delivered upon the process of drafting, consultation and pilot training on its application.
II. IOM Project to which the consultancy is contributing
“Tackling Modern Slavery from Viet Nam: Enhancing Behaviour Change Communication and Assistance Services” (TMSV) funded by the UK Home Office.
III. Task to be performed under this contract
- Development of a standard guideline on public communication to raise awareness of Vietnamese migrant workers
- Conduct desk review of IOM’s communications related materials including the IOM Public Communication Campaign Toolkit and the strategy as well as communication materials produced under the behaviour change communication campaign “Think Before You Go” of the TMSV project
- Based on the aforementioned materials, develop a standard guideline on public communication to raise awareness of Vietnamese migrant workers that will cover but not limit to the following content:
- A standard procedure for designing, developing, implementing, monitoring and evaluation an event/series of events/communication campaign for migrant workers with the purpose of promoting safe migration and preventing human trafficking
- Essential and supporting tools to enhance the effectiveness of communication efforts (Example: trusted sources of information on labour migration policies)
- Consultation to finalize the guideline
- Develop the agenda and prepare necessary materials for a national consultation workshop with DOLAB staffs and representatives of provincial Departments of Labour – Invalids and Social Affairs (DOLISA) to validate and collect inputs for the finalization of the guideline
- Facilitate the workshop
- Revise the guideline based on inputs collected in the workshop
- Training on the application of the standard guideline
- Based on the guideline developed and consulted, develop a training curriculum for DOLAB and DOLISA staffs on utilizing the guideline in doing communication activities to raise awareness for migrant workers
- Facilitate the training either online or in person subject to the COVID-19 situation at the time of traning
- Write a report analyzing the results of the training
- Finalization of the standard guideline
- Finalize the standard guideline based on key findings from the consultation workshop and the training
- Provide recommendations on a detailed roadmap for the application of the standard guideline in training and capacity building for officers in relevant units of provincial DOLISAs

V. Performance indicators for evaluation of results
- Clear understanding of the scope of the assignment;
- Demonstrated professional competence and mastery of the subject matter of the consultancy;
- Offered different options to solve problems to meet partner’s needs;
- Transferred knowledge and actively supported a multiplier effect to the target group;
- Results obtained during consultancy were consistent with the agreed Terms of Reference;
- Accurately judged the amount of time and resources needed to accomplish a task;
- Worked effectively with people from varied cultures and professional background;
- Identified the key issues and came to the heart of the problem quickly.
VI. Required competency and experience
- Extensive experience with projects with international elements related to migration issues and trafficking in persons;
- Possession of a postgraduate degree (Master or above) in Communications or Social Work is an advantage;
- Excellent skills in conducting training for different groups of different levels of knowledge;
- Excellent communication and interaction skills;
- Capable to work effectively with people from varied cultures and backgrounds;
- Able to offer different options to solve problems to meet partner’s needs;
- Able to accomplish required tasks within set timeframe.
