The workshop on Review the Implementation of the Bilateral Agreement on Anti-human trafficking and the Standard Operating Procedures for Identification and Repatriation of victims (SOP) between the Royal Government of Cambodia and the Government of Socia
Cambodia, 4th and 5th October 2016
During the 4th and 5th October 2016, in Sihanouk Ville, Cambodia, with the support from IOM, IDC and a number of international organizations, government representatives from the inter-sector agencies of Vietnam and Cambodia have successfully organized the workshop on Review the Implementation of the Bilateral Agreement on Anti-human trafficking and the Standard Operating Procedures for Identification and Repatriation of victims (SOP) between the Royal Government of Cambodia and the Government of Socialist Republic of Vietnam. The agreement was signed on 10th October 2005 and amended on 28th September 2012.
After 5 years of implementation from 2011 to 2015, the government of the two countries have issued a number of legal documents guiding the implementation, organized communication campaigns on the prevention of human trafficking, regularly exchanged information and maintained cooperation for the peak-time suppressions at bordering provinces. During the implementation of the SOP, key steps have been followed while a number of other areas have been identified for further improvements, including the capacity building for officers, review, finalization and application of repatriation forms in the forthcoming time.
The government of the two countries have discussed and agreed to sign on the Joint Plan of Action for the implementation of the bilateral agreement during the period 2017-2020 with the five major contents: 1) Coordination mechanism for the agreement implementation, 2) Prevention activities of human trafficking, 3) Implementation of the SOP, 4) Cooperation for the investigation of human trafficking criminals, and 5) Monitoring and Evaluation of the Agreement implementation.
